Digital Britain Implementation Plan Made Public

The Government has finally come out with its plan on the implantation of its Digital Britain report. The 27-page document is an outline of the government plans to legislate, govern and implement the action plan as suggested in the report’s preliminary draft. Besides the basic objective of improving the broadband UK network, the plan also emphasises on the ways and means of dealing with P2P filesharing.

Despite being liberally peppered with legal jargon, the report sets out the basic framework on the execution of the plan spelling out the responsibilities of each individual.

The plan accommodates various ways of tackling the issue of illegal filesharing in the country. In this regard, the Government seems to be thrusting its responsibility to the telecom watchdog, Ofcom, as it plans to entrust the body with rights to formulate regulations for mitigating the infringement of copyright by the internet service providers.

However, the full information on the Government’s plans or initiatives to be taken by Ofcom is still awaited. The plan also empowers Ofcom to use its “backstop powers” if the proposed targets of curtailing unlawful filesharing are not met within a year, although the Government has still not been able to clarify as to what exactly are these backstop powers.

Notwithstanding, it lack of details on the implementation of the report, the plan does succeed in providing a clearer picture of how the entire dream of a digital Britain would come true.
